Are Monroe shocks as good as Bilstein?

All things considered, Monroe aren't bad shocks (a whole lot better than Gabriel for instance), but there is no comparison when compared to the Bilstiens. Shock valving is a very difficult task without the proper hardware inside. If the price was even 2x the monroe's, I'd be going for the Bilstien or the Rancho.
