The most likely reason Super Cruise can't update is because ``Share Mobile Data'' is toggled off in Settings-->System-->Wi-Fi Hot Spot. SC uses the in car WiFi by default. You are not required to have a data plan for the updates to happen but Share Mobile Data must be enabled.
